A Reassessment of the Mexican Criminal Justice System: Critical Challenges and Perspectives for 2025–2027

Abstract
This article analyzes the structural obstacles that inhibit the effectiveness of the criminal justice system in Mexico. Through an examination of official documentary sources and recent quantitative studies, three intertwined crises are identified: systemic impunity, technical-evidentiary deficits, and emergent institutional risks. The findings reveal that, unless the integrity of evidence and expert capacity are prioritized, security strategies will continue to demonstrate marginal efficacy. The study concludes by proposing an evidence-based institutional reengineering for the 2025-2027 biennium.
